Who can apply

Two funding windows

Applicants must be Cook Islanders or permanent residents, and the building must have been built before 2019.

Window 1 · Community

Community buildings

Community groups, NGOs and civil society organisations can apply for grants to strengthen existing community buildings, such as halls, churches or clinics used as emergency shelters.

Window 2 · Homeowners and small businesses

Homes and small businesses

Funding for private homes and small businesses is delivered through the Bank of the Cook Islands. Support is for homes and businesses built before 2019, and the mix of grant and interest-free loan depends on your tier.

Window 2

Funding tiers

Your tier depends on your circumstances and where you live. Any loan part is interest-free and repaid to BCI, and repayments go back into a revolving fund so support continues after the project ends. Funding amounts will be confirmed when applications open.

Low-income earners, elderly people, people with disabilities, and applicants classed as vulnerable under the Internal Affairs system.

Grant, no repayment
Tier 2
